Garp and Smoker often display personal moral codes that clash with the strict dogma of their superiors, highlighting the internal tension between serving the government and doing what is right. The organization has endured massive upheavals, including the Summit War of Marineford and the subsequent shift in leadership, which solidified a more aggressive stance under the command of Fleet Admiral Sakazuki (Akainu). Despite their reputation as enemies of freedom, many Marines are depicted as dedicated public servants who genuinely believe they are saving the world from anarchy.

The Marines are the armed forces of the World Government, functioning as the primary counterbalance to the pirate threat that plagues the world's oceans. The organization boasts a rigid rank system, starting from ordinary soldiers and rising through the ranks of Ensign, Lieutenant, Captain, Commander, Rear Admiral, Vice Admiral, and Admiral.
